Hush and Two Face would be perfect. The just have to fake Two Face’s death like Gordon.
the next villains will be the riddler and mr freeze……………………….orrrrrr….. the riddler and two face. because two face isnt dead. because wen he was falling, the coin he had, landed face up and that meant the person got to live
also, the riddler,harley quinn and poison ivy. then at the end(since harley quinn falls in love with the joker), bring him(the joker) back at the very end of the movie
Ok, here’s my take:
Hugo Strange and the Riddler. Riddler a prisoner at arkham, but also quite brilliant. Hugo Strange is Dr. Crane’s (Scarecrow) replacement at the recently rebuilt Arkham Asylum and he is interested in revealing the Batman’s true identity. He manipulates Edward Nygma (Riddler) into becoming obsessed with the Batman’s identity but Riddler gets loose and causes havok. Additionally, we’d have Black Mask take over the power vacuum left by the Russian and the mob

two face isnt dead so they can bring him back and the riddler would be great to have in the next movie. but they should also have scarecrow in the next film because in the dark knight he was just left tied up by batman, he could have escaped.

bane or madhatter would be badass but i dont think its gonna happen
While I would love to see Bane, Scarecrow will return in a larger role and the Riddler will be introduced.
However, it could also go down the path where Gotham gets a new “hero”, who Batman ends up revealing as a villian and defeats, becoming hero again.
As much as I would like to see Bane, they will have to introduce a lot of characters besides him and I don’t think they’ll want to clutter the series all of a sudden.
My guess is: Riddler and Catwoman

this may be a tad weird but how about the old guy with the mobster puppet and that dude made of mud
i think harley quinn should come back as if she had an areement done with the joker they could start the movie with the convo with some dark lightining or a person who looks like heth ledger may he r i p anyway and two face they could be doing it together
More gangsters it will be cool if Ventriloquist and Scareface are in the next movie

Thinking about it, given what happens in The Dark Knight to a primary character, it would make sense for Catwoman to appear to balance the gender odds.
And given that Batman didn’t *quite* take out the mob (half the money got away), it would make sense for a gangster-related villain to appear. And Black Mask makes sense because Batman won’t be wanted by Gotham next time.
i think it should be johny depp as the ridler angelina as catwoman that dude from along came poly as the penguin, and jessica alba as poison ivy that woild be so hot
