Thing about titles like 'Blood Bears Arise!' is that they sound to me like they're trying too hard. Remember, we're not making a comedy here - we're making a shit movie, that through its very shitness will be hilarious. All the content should feel like you can't quite be sure if it's meant to be funny on purpose.
We must embrace this, or die.

I'm thinking we need to go for some kind of subtitling. You know where you get the main title, then a colon followed by the descriptive subtitle. e.g. Terminator: Salvation
Bear Baiting: The Revenge.
Or we could go for the Howling reference and call it;
The Growling.
of better yet go all Hitchcock and just call it;
The Bears.
I am liking the idea of tagging : The Revenge onto any of the previously suggested titles.
Also we could give it an erronious numeral after the title to imply there was an original that never got made, such as;
Super-Intelligent Alien Bears That Are Giant And Really Pretty Strong As Well 2.
This would hopefully bring to mind the infamous schlocky sequels such as Troll 2 and Zombi 2, where you never hear about the originals.

I've been away from this thread for a while, and looking at it with fresh eyes really makes me like Blood Bears as the main title. As a post sctips in smaller font underneath on the DVD cover we could have "Rise of Grizzslepaw" or something.

Blood Bears 2: The Revenge of Doomclaws
Blood Bears 3: The Growling
Blood Bears 4: The Bear Hunt Begins
Blood Bears 5: Picnic Day Massacre

 not crazy about any of the titles so far, but i'm inspired. i'm now thinking we have a) our team of scientists and b) instead of the teens idea that was literally the first thing we thought of and probably the most lazy, we have a group of junior police officers on their annual picnic! can't believe that idea took so long to come considering how long we've been talking about picnincs for...

I actually like this a lot. It pushes the hilarious bear name to the forefront without losing the brilliant shittness of a 'Rise of The...' title.

Prequel:
Blood Bears: Rise of the Lichens
It add nothing to the first storyline. It's about the scientists genetically altering moss and it comes to live and kills them all, ala the blob. But at the end they extract its essence and make the super-smart serum that they later inject into Grizzlepaw's brain.
